A game that has a class that controls the situation?

What i mean is, not a mage that has polymorph and that's it. What i want is a class that focuses mostly on how to disable actions of others with a few offensive abilities. eg. A spell that automatically silences them when casting a spell.

No Guild Wars. I know about mesmers.. But it's not what i really want.
