A Riddle/Joke I made up myself.?

A big city in a far away country wants to be considered it's own country, but only the president can make this happen. So the city decides to do whatever they can to please him, so if he says jump, they jump etc. After a few years the president decides they have earned it so he announces to to them that they are now a country, with groans the whole city gathers together and starts peeing. Why?
