A US postal service mail truck hit my moms car, complex situation, help!?

So my mom was driving in an intersection and a US postal service truck rear ended her, they got out, and my mom noticed just a scratch on the back of her car she decided not to call the cops on the mail truck because it wasnt a big deal. Well my mom was looking at the scratch closer and realized there was a lot more damage underneath her bumber, theres a huge dent with white scratch marks from the truck. My mom doesnt know if she should call the local police or go to the US postal office and find the lady by route who hit her? I know she shouldve gotten information regardless! Shed have my head if i did this! Thanks!
