ABS & brake light coming on in Astro Van-makes whining noise and...

..."hesitates" when press on brakes? It doesn't happen all the time-the lights would go on and off and the noise and hesitation didn't happen all the time either. When I took it to the dealership they couldn't figure it out, and referred me somewhere else. Now the lights stay on ,but the breaks aren't "hesitating & whining". Any ideas?
 
I would take it to a shop that employs decent technicians as obviously your local dealership lacks. If the light is on, a code can be read.

The above is right a code cna be retrieved from the module by a scanner that usually only dealers have (most shops will have OBD readers but some manfacterers use codes that they cant read), when they plug it in it will tell them, could be anyting most likely a defective speed sensor or malfunctioning pump.
