Advice on 01 Mazda Protege Overheating?

I've got a 2001 Mazda Protege, its been overheating and lately I can't even drive it then 10 minutes to get to work each day.

Two years ago it overheated on a long drive & caused 4 head gaskets to blow, I replaced the entire cooling system as well as the head gaskets.

Now it is overheating very quickly, though it is NOT leaking at all. When it overheats it causes smoke/steam to come from under the hood.

Does this sound like my radiator will need replacing? If so, can I probably get it done for less than $350? Out in the Los Angeles area.

there is white smoke but it comes out from under the hood only.

the oil level is "full" but I just got a fresh oil change maybe 2 weeks ago.
I did replace the radiator when the head gaskets were done. It got a new radiator 2 and a half years ago. None of the fan mechanisms were replaced.

It got a new temperature gauge, 4 new head gaskets, a new radiator, and I believe all the hoses were replaced.
 
No, it doesn't sound like a radiator problem. I'd call around to a few reputable shops where you live, surely one will offer a free inspection on this and would be what to do. They need to pressure test the system, block test it, and check operation of the fan(s).
