I had an African Gray that was a plucker. I took him to the vet and he was pronounced "a psychological plucker". He would pluck his tummy, his back (what he could reach of it) and his legs. The vet said it probably started out as stress. If you change the bird's environment (a move, a new pet) then it may stress her.
