Air Conditioning not working in 1999 Jeep?

I have a 1999 Jeep Cherokee Sport. My air conditioning is not working properly. It blows hot air instead of cool. The heat works fine, but not the air. Out of the two fans only one is working. How do I fix this. How expensive will it be. Thanks for the help
