Alt key permanently held down?

So I wouldn't come here unless it was absolutely necessary and at this point I'm stumped.
So here's the problem: my computer (Windows Vista Ultimate 64-bit) is acting as if the ALT key is held down permanently. It is impossible for me to type because the computer only searches for keys with shortcuts. Farther beyond this, I can't open any applications or folders on my desktop because ALT + Double Click goes to properties.

What I've done already: Installed new drivers, used different mice and keyboards, restarted computer (multiple times), run virus checks, and a few other things not so important.

Any help or suggestions is appreciated, keep in mind I can't type.
 
Go to Control Panel > Regional and Language Options > the second tab "Languages" and in the field "Text services and input languages" clicked on "Details".
This opens another window "Text Services and Input Languages".
In the second field "Installed Services"
If you have two keyboard layouts listed "US-International" and "US" with "US-International" being highlighted as it was currently in use.
Select that one, clicked on the "Remove" button and select the "US" layout.
Reboot and, presto, the RAlt key is behaving like the RAlt key again, and not like an AltGr.
