Am I eligible to get an iPhone 4 on Verizon?

Last Christmas (2009), I got Verizon's Samsung Rogue. I know the contract is for 2 years, but I was wondering if I could cancel my contract and instead pre-order an iPhone 4 tomorrow? How much would it be to cancel a contract - I've had it for 13 months out of 24? And is it possible to do what I said (cancel my contract and pre-order the iPhone 4 tomorrow)?
