i see loose unowned dogs wandering here and there several times a day. These dogs are in dirty condition. I see them in parking lots of hotels, restaurants, auto garage repair, etc etc. What's even more shocking is that the community is used to their presence and don't care anymore. After seeing them so many times, I finally decided to call animal control department of city. I wanted to tell them to come and capture a loose doberman pinscher roaming in the parking lot. My car was there and I was bit nervous to walk towards the car fearing the dog will charge at me. But the animal didn't do anything and i got in the car. When I called animal control, no one picked the phone up. And there was a message saying, "voice mail is full". Who should i complain to now?
