animal parade red bell?

Okay I completed everything for the red bell. Its on the frame but when I click it the sprite says "not until the sun goes down" so I wait till its night and check every hour. No change. The next day I do the same thing he still says "not until the sun goes down." Is it a glitch? Should I exit without saving and redo? (last resort) DX
