It's funny no one has mentioned this one which is my all time fave and fits your requirements to a tee... it's called Kaze no Stigma (about a fire magic user family that disowns a cousin who cannot master the trade, only to have him come back later on and a wind magic user... there is a love hate thing going on between him and the future head of the family and distant cousin Ayano. Very funny, has action, a little romance and a touch of drama.
 
Kaze no stigma was totally awesome!!! You might wanna try ookami san her her seven otagi companions(something like that). It has some romance but not a lot but the graphics in the anime are really good.
 
Try Peach girl (guy gets cold towards her), Vampire Knight (Zero/Kaname). Special A, Kaichou Wa Maid Sama. Blood+, Shattered Angels, Nana, Paradise kiss. Cant think of anymore at the moment. Korean dramas with cold guy thing try shinning Inheritance, Goong princess hours, Faith (great drama), also try Full house and Innocent man. Also City Hunter with Lee min Ho. Hope I helped.
