Yes, if you can connect to wifi and access the apple app store, you can download textfree for free and load very very cheap wifi minutes into it. In fact, there are several ways to get some free minutes out of the app. It will assign you a new number to use for texting for free and cheap wifi calling.
 
So I had some billing problems and my 3G had been suspended but I can still use wi fi fine this is my only phone at home any app or something so I could call parents or work?

There is a new app that just came out called Viber - Free Phone Calls . I think the name speaks for its self.
 
try searching the itunes app store.
For texting try WhatsApp, I use that all the time.
For calls you could try FriendCaller - haven't used it myself but might do what you are asking
