Anyone ever get a call from this number: (609) 223-6276, 609-223-6276, 6092236276?

I'm trying to sell a car and i got a call from this number: (609) 223-6276, 609-223-6276, 6092236276..............I met up with this guy, tall black guy, dreads, clean cut, well dressed, drove a nice black Cadillac. His name(if it's real) is Mark (marc) and he told me he liked my car and wanted to buy it. Gave me this story that he was a NYC hip hop producer. I told him he would have to get me a certified cashiers check from a well known bank and that i would have to verify it before signing over the title. Guess what, he never called me back or got back to me. Do you think he is a scammer?
