I am looking for a cheap protein powder at GNC that sells for around $20 - $25 Canadian that will have a great effect?

GNC is expensive usually. i would buy whey protein powder. you can get that at health food stores, sams club, walmart...
 
Your best bet is to go on line. GNC is very expensive compared with online. Optimum Nutrition 100% whey gold standard is good.
 
GNC way overprices all of it's products. Honestly, go to Wal-Mart and pick up some 100% Whey by EAS. It won't be that expensive and it's a great product.

100% whey protein. It wont give you any results if you dont put the hard yards in at the gym.
