and I have a black skirt that goes with it, but I don't know what kind of shirt I should wear.
oh and also, would hi-top converse look good with it? if not, what kind of shoes should I wear?

almost anything is going to look nice with pink tights and a black skirt.
you could wear a blouse, a t-shirt, tank top. Whatever!
if you're dressing down your look then, sure converse will look fine.
you could also wear flats, boots, or a heel.
 
you could wear a graphic tee with it. and hi-tops would look good with it ;]
