Are Georgia, Armenia, Azerbaijan or Kazakhstan European countries?

I was just reading wikipedia and among the list of European countries were those four:

Can anyone tell me with certainty if any of these countries is officially European?
I don't care about any physiographical, geopolitical or social nonsense. YES or NO
Simple and clear are these officially European or are they not?
