Are splitters illegal in the United States or more specifically Florida?

I was reading something and it said that they were in some way illegal, but I don't know what way. Are they illegal to have installed on your road car or just illegal to sell installed on a car brand new? I heard they are a risk to pedestrians so I'm curious... I was also wondering about the Dodge Viper ACR since it has a detachable splitter.
