Are steel bikes harder to pedal than aluminum?

You want to get an aluminum bike, they will be liter and a lot better quality. The old steel " vintage " bikes will be heavy.
 
All else being equal, it depends on which one weighs the least. Of course, if all else is equal, the aluminum bike will weigh less than the steel bike.

Steel gives a slightly smoother ride than aluminum and is usually a little sleeker looking due to the thinner tubing.
 
The best bike for you is the bike that fits best. It is more comfortable and more efficient, and therefore more fun to ride. Go get fitted at a good bike shop. It will make a world of difference.
Steel is denser, but properly used can be very competitive weight wise with aluminum. And steel usually has a little spring to it and can give a better ride.
So if a steel bike is within 1/2 to 2 pounds, but is more fun to ride, don't be afraid to go with it.
Here's the bonus: because of your weight the odds are that the bike frame size that you would ride is smaller, which means a lighter bike to begin with, regardless of material.
