Are suv escalades that hold 21 people a limo?

Im looking for a limo for prom, but he said they only have an suv escalade that holds 21 people, that is a limo right?? Thats sounds like too many people for it to be a normal car..

yes that is a "limo"...but it is called extended SUV for legal reasons.....
