Are there any charges if I call a mobile/land line in the US with a Smartphone

using Fring through WiFi signal? So I'm studying abroad in Italy for the semester. Before I left the US I froze my account with its provider, that way I wouldn't get billed. So it turns out that I can get on the internet through the power of Wi-Fi here in Italy. Now I know I can't use Skype through Wi-Fi, but I can use Fring. So my question is, will I or the person I call be charged for the call? that is if I call their cellphone or home phone number?
