Are there are any way to increase reqs in Bittorrent?

Normally when downloading torrent, i should get my full speed downloading at 100kbps. But the speed can't get that high. I already checked number of peers and i see the reqs shows low about -5 | 0
normally i could get +20 | 0.
How do i increase the numbers of reqs?
