Are thoroughbreds the only breed that gets their lip tattooed?

I found this horse that is for sale that is supposedly thoroughbred, but is blue roan, not registered, but has the lip tattoo. Can thoroughbreds even be blue roan? I know about the rabicanno gene but I was pretty sure there was a no roan rule. I thought maybe it was just a dark grey and they called it a blue roan, but it definitely seems blue roan. What other breeds get lip tattoos?

My friend's old horse was a Racing QH and he had his lip tattooed.
