Are you required to carry Identification while in a boat in U.S. waters?

I do believe as an adult a person is required to have ID on them, boating, walking or driving. The other option for a person with no ID is for the authorities to detain them until they determine who you are.
 
Homeland Security/Coast Guard asked for identification of a passenger (not operator) of a vessel in Washington State waters.
Was that legal?
Are you required to carry ID while in US waters?
 
If it`s a cruise ship, even in US waters your required to have photo ID, SS card and birth cert.
 
Has nothing to do with being on the water. There's a long-standing law on the books in all fifty states: no one is required to carry identification but if a law enforcement officer asks for ID and the person fails to produce the person can be detained and arrested for failure to ID for up to 72 hours.
