i was told that when publishing any book you dnt have to pay to get it publish....so my question is are you suppose to pay publishers to publish your book?
 
No, they're supposed to pay you. The kind that charge an author to publish his book, known as subsidy or vanity publishers,.often don't even give the author everything he thinks he's paying for ("Oh, PRINTING x copies didn't mean BINDING them!"), and promoting and marketing the book, which legitimate publishers regularly do, is left to the author. Dealers and reviewers are seldom interested in books published by such companies. So keep trying until you find a company willing to pay to publish your book.
 
Only for scams and vanity publishing. Money always flows TO the author, not away. The only time you should be paying for anything is if you have something professionally edited before you send it to an agent/publisher.
