as a newbie on ebay pay pal are witholding all payments until i get left feedback,?

so i sent some items recorded so that pay pal would be able to track the items and knew they were sent but still they wont release the payment? any ideas how to get round this, or any help if its happened to you. iv £90 in there and i cant touch it?
