Audi A4 locked seatbelt HELP?!?

I have an Audi A4. I was in a bit of an accident about 2 months ago. Front end damage, everything was fixed, it's all good.

The airbags DID NOT deploy. And the seatbelts did not lock.
In the past month twice the drivers seatbelt, I have pulled it out, and it will lock. I'll leave it to retract, and pull it very slowly, and then it'll be fine and extend fully.

Today however, it has done the same thing, but the seatbelt has locked in a loose position. Not long enough to belt it up, but loose enough so it's hanging.

Does anyone know a trick to get it to retract? Is this related to the accident and the airbag mechanism? I really do not have the $600 right now to get the seatbelt replaced. Will the airbags go off considering in the accident they didn't go, and now the seatbelts locked?

I know I need to take it to the dealer but I'm a student and would really like to avoid the hefty bill if there is some way I can get it fixed!
