You mean the dust boot? If so, replace boot. If tie rod, replace and take in for alignment.
 
I think your talking about the black dust cover over the inner tie rod end, the end closest to the tire. If that's ripped,cracked, or what ever, you will have to have the tie rod replaced and then get the car aligned. Tie rods aren't to badly priced, under $100 for sure, and an alignment is usually $80-100. It's always better to be safe than sorry when it comes to replacing steering components.
