bike chain problems, gear shifter?

when im pedaling i see that one of the gear shifters hits my chain and causes it to jam but only for a second this causes my foot to come of the pedal and i cannot pedal very fast before this happens it's very frustrating how can i put the shifter into a position that it won't interfere with the chain?
 
Which one - the front derailleur or the rear? I'm guessing the front. Links below.
