Bittorrent won't repsond?

I click on bittorrent and it won't open, i try to uninstall it and it won't open. i download it and try to install it over itself and it wont open.
i opened task manager and it is stuck in the processes tab, and norton security keeps notifying me of high cpu usage.
it is not blocked by norton

any ideas?
of course, ive already tried restarting, and it wasn't dodgy

Restart the computer and don't try to download the dodgy torrent again
