Bluetooth doesn't work on my iPhone 4?

Every single time I've tried to use bluetooth on it, it won't work. All I want to do is send media (photos, videos, songs) from another phone, onto my phone. But either it can't be detected when searching for a device, or it appears, but won't let you try and connect with it. Also when I turn on my bluetooth, it never actually finds any devices, just stays on 'searching' for ages!
Help please?
