Boot error with new hardware?

I have recently upgraded my hardware to an ECS 945PL-A mainboard with a SL95V core and EVGA 8600GTS graphics. On my previous system I also had a Kworld Xpert DVD maker tuner card that through ChrisTV allowed live TV on my monitor. That aside, with the new MOBO when I install the PCI tuner card windows fails to boot. There is a very faint image of the windos logo but looks more like burn in than an image. No crash, no reboot, just a total stop at the first signs of Windows. I am running Vista Home Basic 32bit (same OS as last build based on a PCchips P23G V 3.0). Anyone have any idea why it locks up at the first full color screen. I think the PCI bus is trying to output video through the tuner, but I don't know. In a related note before the Nvidia driver is installed the colors look like 8bit pastels, maybe related, or not. The manual for the tuner card says install hardware then software, havn't tried it backward yet. May or may not help. Any assistance would be greatly appreciated.
