Brake shims on 1998 Volvo s70 glt - squeal question?

Would a lack of shims cause a brake to sporadically whine while the car is in motion or would it be more of a sound while braking? I have a harmonic whir coming from my front right side that I am having checked out by the idiots that sold me this beauty and I think they didn't put 2 and 2 together -- wouldn't surprise me, they admitted to using sub par brake pads/rotors.... I get a sound like seating brakes that silences leads to that jarring, whining sound occasionally. then it goes away, lather rinse repeat. The odd thing is there is no burning brake smell to tell me something is seized or rubbing too hard, and they also work AMAZING compared to what I expected. Could this sound be related to the shims, though it is unaffected by brake pressure (other than stopping once the car stops)? Everything else about the car is 99% perfect. This is more for speculation so if certain ideas aren't brought up I can explore other options.
