Buy 22'' Rims or Dual cat back exaust and cold air intake??? what should o buy?

im 19 going to univeristy....i drive a DOdge charger SXT.thats the 3.5 250 hp model....ive saved enough money and woundering what i shpould buy first.... SUm Rims or s cat back sysetm and a cold air intake....so its basicaly looks or a minor increase in preformance.! I would love ur input !!! thanks!!!
