Can 110 volts power up a unit with the other on the ground?

i am badly disappointed with the bills in my electricity its getting higher. Here in my country we are using a 220 volts power supply, i am thinking that connecting with the other end of cord to the ground and one end of the cord on the outlet will power up a system using a step up transformer, e.g. from 110 volts (coming from the one end of the cord connected to the outlet), then going to 220volts output... is it possible? pls help if this works so that i can lessen my electric bills.
