Can a cable service provider know if someone is stealing their signal?

Hi all, the question is in general about any service provider. More specifically about Rogers.

I know a friend of mine who is able to watch TV through an analog signal stolen from the wall outlet. All what he does is connecting a coax cable from the wall to his TV and he is watching analog TV for free (He is able to do so because the service provider forgot to put a filter to block a free TV analog signal)

I know that in order to watch TV you have to pay rogers to use this service. It seems that Rogers forgot to put a filter to block the analog signal going into my friend's house.

Is what my friend doing illegal?
Is there a way that he can be caught?
Does he have the right to have access to a free analog TV signal ?
