can a cop take a picture of your car?

so i was driving home and i texted, i know its bad but it was night time and all of a sudden i saw a flash and a cop car drive past me, he didnt put lights on or follow me but i was wondering if a cop can take a picture of that? It was deff. a flash, i dont know if it was a flash of lights or something but deff a flash of light, like a picture, Im scared, are there any cops on here that could tell me for sure??
to "Roger" first of all, I'm not a man soooo your lecture doesnt make sense, and second of all, you didnt answer my question.
 
If you're in a public setting any one can legally take any picture they want to, be it a cop, baker, cobbler, etc. Statistically people texting and driving are worse than drunk drivers. Please don't do either. If not for your sake the for the sake of others.
