can a dirt bike that you turnd in to a dual sport go on the highway?

Legally, no. To be road legal you will have to have plates on it and the D.M.V. will not give plates for a motorcycle that is titled as a off road only motorcycle.

all you need is an enduro kit ( horn, Head light, tail light, break light, blinkers) then it becomes a registrable vehicle, and then if it goes faster than the min speed limit you can take it on the road as long as you have the right endorsement on your drivers licenses and a plate and in most states ins, but come to Michigan you can ride a off road vehicle in most counties right on the road as long as you have a ORV sticker

I have done this.
You need to have lights (hi and Low)
tail and brake light
horn
one mirror
DOT approved tyres
muffler/spark arrestor
blinkers are NOT required

also inspection is at Sheriff and is just to verify VIN, there is no inspection of street conversion of bike but you must sign a statement(under penalty of perjury)that bike has been converted and meets all requirements.
