can they stop you from using your cell phone before or after work even if you are still in uniform and in the building? Can they order you to remove all co workers phone numbers form your cell phone?

this place is a restuarunt, and cell phones are not banned from the building, just employee. After checking out some have to wait for a ride others buy food and sit down and eat, and they say that while there even not on the clock we cann't use owe phones.
