Can a person with an Indian passport travel from the USA to Canada?

My cousin is visiting Seattle next week from India, and we were thinking of driving up to Vancouver for a day or two. She has a Visa for the US, but we don't know if they would allow her to go to Canada with that. Would it be ok or does she need an extra visa?
 
She will need a visa to visit Canada. It costs $75 for a single-entry visa, and she is supposed to apply before leaving India. It usually takes less than a month to process an application.

Although there is an office in Seattle that processes visitor's visa applications, I don't know if they would accept one from someone who is just visiting the USA.
