Can a previous employer take away your vacation time after you quit?

I have worked at the same factory for 15 years and suffered through carpal tunnel as a result. The work load became so tremendous that I was not physically capable of doing everything that they ask me. I quit and had 3 weeks of vacation pay that was refused to me. The owner said that the 3 weeks was to be "earned" over the year, yet there have already been a few others who took were granted their vacation pay. Is it legal to deny me my vacation pay?

Paid Vacation is a benefit that the employer offers. If you have vacation time and you quit, that offer is off of the table.

Yes, it is leagl, most companies work that way. You accrue your vacation time over the course of the year, even though most companies will allow you to use it in advance.

The question is what, if anything, have you earned. When did the period begin for being eligible for 3 weeks? Have you worked that entire period? What does the employee manual say about working part of the period and getting vacation pay? You will likley find your answers there.

Your employer is correct. In most companies, you earn vacation days by the hour over the course of the year. So, since you get 3 weeks of vacation per year, you earn one week of vacation every 4 months, which works out to roughly 2.5 hours of vacation per week.

Since we are a little over 8 weeks into the year, you would have accrued a little over 2 days of your 3 weeks of vacation so far. If you've already taken those 2 days, the company owes you naught. If you've taken MORE than 2 days so far, you technically owe THEM, but they'll rarely attempt to collect.
