Can a Telus iphone4 be used by a Rogers customer?

I know someone selling a Telus iphone4 for really cheap! Problem is, is that I am with Rogers. Anyway to make it so that phone can be used by me?
 
The phone has to be unlocked. If Telus won't do it, you will have to jailbreak it and unlock it and you can only do that if there's a jailbreak and unlock hack available for the firmware the phone is running.
