Can Canada deny entry of a legal American-Canadian Dual citizen into Canada if I

don't have a passport? I was born in Naples, Florida and since my grandmother was born in Canada, I was able to obtain Canadian Citizenship (with the ID card). I only have a US (Florida) drivers license and a Canadian Citizenship card, will I be able to drive over the border with only those 2 things?
