can DC 9 volt low amp output produce higher amps somehow?

i have a low amperage 9 volt dc source that i would like to use to power a small 400 watt inverter,is there a way to bump up its low amperage output to make it higher,could i use a dc rectifier etc to do this or is it what it is and cant be altered??

Not possible, sorry.
I'm sure your inverter has a definite input voltage, probably 12V, and at 400W out at presumably 120V, (400/120) = 3.33A output, and (120/12) = 10, x 3.333 = 33.33A input! Absolute minimum, as this does not include transformation losses. Probably around 38A @12V in, for 400W out.
