Can I create ringtones straight from my IPhone?

I have a computer with iTunes but I don't have Internet access to the computer and I need an update for my iTunes library for my phone...which means I cannot make ringtones on certain apps and use them on my phone because I cant get them transferred to my iTunes. Is there anyway I can create ringtones straight from my phone, without iTunes?
