Can I get my android (that no longer has service) to still be used as a cell phone?

I read somewhere that one can use an app in a WIFI hotspot to be able to actually use your android again. The original service was with Verizon. Has anyone ever heard of this?

you would need to get a VoIP app, like Skype, Google Voice, etc
