Can I install/hookup an external DVD writer/drive to an Acer 4520 laptop?

My Optiarc DVD player/rom drive/writer is acting up. Lately the green light stays on and all I hear is the motor trying to "read" the DVD/CD. Can I install an external drive to play movies or write dvd/cd to the ACER 4520? If not anyone know of a good but cheap computer repair shop that will fix my DVD drive hopefully while I wait in the Norfolk VA area?
