Can I listen to local CB radio from handheld 2-way radio?

I want to listen to the truckers in my town from my espresso stand. Many of them use channel 28. I was wondering if I can listen to them using something like the Cobra 20-mile 2-way handheld radio such as this http://www.walmart.com/ip/Cobra-20-Mile-2-Way-Radio-Value-Pack/14262046
