can i make a remote control operate my neighbor's tv?

My downstairs neighbor plays her tv too loud. Is there any way I can somehow turn down her volume using a remote control or some other device?
I forgot to mention: I have already asked her nicely to keep the volume down; it starts up at 5:00 am and often goes past midnight.
 
you could do it, but that would be considered very invasive, and downright rude. you would be better off asking her if she wouldnt mind turning it down as you are sound sensitive.

if you have to force the issue, a universal remote could probably do the trick, some may do it unprogrammed but many need to know the brand of tv you are trying to control. just put 'universal remote' into google to find a retialer in your area.
