How do i Activate the remote and measure the voltage to the IR LEDs?

Rather than using remotes, get an LED flashlight and replace the white light LED's with IR LED's. The remotes don't provide a continuous light. The lights are encoded with a signal that tells the device you're using it on what to do. One code is the "turn on" command. Another it the "turn off". Yet anothed code is the "volume up", etc.
Better yet, just get an IR flashlight.

Activate the remote and measure the voltage to the IR LEDs. If it's the same as the voltage on that battery, you can use it to power the IR LEDs.
